The Game
The No. 10 seed Miami Hurricanes face No. 7 seed NC State on Thursday at 7 p.m. in the second round of the ACC Tournament in Greensboro, N.C.
The Series
Miami is 7-10 in the all-time series against NC State, which dates back to the 1939-40 season. The Canes are 3-4 against the Wolfpack at home, 1-0 at neutral sites and 2-6 on the road. Miami has won three of the last four matchups against NC State and split the season series with the Wolfpack this year.
The ACC Tournament
Miami won the 2013 ACC Tournament, defeating Boston College (69-58), then NC State (81-71) and North Carolina (87-77) in the championship game. The Hurricanes are 11-8 in ACC Tournament play and have advanced past the first round of competition in eight of 10 seasons, including five-straight.

Can someone explain to me, in English, what the "first 4 in" and "first 4 out" mean in the NCAA tourney or selections etc

"Last 4 in", means exactly that... They're the last 4 teams being projected to make it into the tourney. First 4 out = same thing, means they're the closest 4 teams to getting in, but won't.
That always changes as games are played and conference tourneys are played.

They're just projections to show the next 4 teams that could get in with some wins and maybe some a loss or 2 from the teams who are "last 4 in".
Never understood why they do that, but that's how it is.

The thing that kills the first and last four of the tourney is an underdog winning it's conference tourney and knocking out a team barely making it in as an at large.
If we ran the the table at the ACC tourney we would have gotten an automatic bid and knocked team 64 out.

Larranaga privately has said his biggest regret was not playing Swoope more earlier this season. But Swoope said: "What we did this year was a testament to his coaching. We could have been way below .500. He got the most out of this team."
